MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, November 23, 2015 <br />7:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 28 of 41 <br /> <br />Levang stated she is not so crazy about the walking path either. <br /> <br />McMillan stated the Council can discuss that later once the plan becomes further refined. <br /> <br />Levang stated she would prefer the PUD because that provides more control. <br /> <br />McMillan asked if he is still okay with the smaller homes. <br /> <br />Wasmoen stated the bigger lots are driving bigger homes. Wasmoen stated they are talking about a 1,500, <br />1,600 or 1,800 square foot footprint for a minimum home size. Wasmoen stated if somebody came in and <br />wanted it to be 2,000 square feet that would probably be okay, but that the PUD would allow some design <br />control over the homes. <br /> <br />Levang asked if he would be willing to commit to that. <br /> <br />Wasmoen indicated he would be. <br /> <br />Walsh stated he is talking about reducing it from 24 to 18 and that he is thinking of ten homes. <br /> <br />Wasmoen stated there is plenty of room for the number of homes they are showing. <br /> <br />McMillan stated if they can show there are proper setbacks, they could build the homes. <br /> <br />Walsh stated his mental thought process is that there will just be more people trying to get out on County <br />Road 19, which is one reason for the two separate lots. <br /> <br />Wasmoen noted they would have to improve that access. <br /> <br />Walsh stated a vehicle trying to take a left-hand turn would have a very difficult time. Walsh stated he <br />would like to keep three houses on Kelly so the neighborhood is consistent and then reducing the number <br />on the other parcel. <br /> <br />Wasmoen stated there is a lot of room on the parcel and that in their view the homes would not be <br />jammed in there. <br /> <br />McMillan asked if anyone from the public would like to comment on the sketch plan. <br /> <br />Judy Fredrickson, 2507 Kelly Avenue, stated she would like to thank the Council for their consideration <br />on this matter and for responding to e-mails, telephone calls, and walking the property. Fredrickson noted <br />this is all about trying to preserve the unique character of a very unique street, which is exactly what <br />Orono’s Community Management Plan talks about. The Community Management Plan states the City <br />should preserve the distinct rural lifestyle, natural resources, open spaces, and the local character and <br />identity. <br /> <br />In the Community Management Plan it says Kelly Avenue is zoned LR-1B, one-family lakeshore one- <br />acre zoned property. Fredrickson stated she is trying to find where the Community Management Plan <br />shows that there is a disconnect that needs to be resolved since it is clear as day and says single-family <br />one-acre zoning.
