Erickson, <br />an engineer hired by the Foxhill HOA to independently review the development. This prompted <br />the applicant to request tabling for two weeks to allow for a response, and applicant granted a 60- <br />day extension to the review period. The Council tabled the application and it was not reviewed at <br />the November 9 meeting; however, a number of persons commented on the project during public <br />comments, and the draft minutes including those comments are attached. <br />On November 17 a meeting between staff and applicant was held to discuss the application and <br />address the items noted in Erickson’s report. Those in attendance included Senior Planner Mike <br />Gaffron, City Engineer Adam Edwards, City Consulting Engineer Bob Bean, applicant Mike <br />Steadman, applicant’s engineer Mark Gronberg, a representative for Svoboda Ecological <br />Services, and Frank Svoboda via teleconference. The result of that meeting is a response to the <br />issues noted in Erickson’s letter, prepared by Gronberg (see Exhibit D). Staff would note that <br />many of Erickson’s discussion points are normally required to be addressed and resolved prior to <br />final plat approval and are not expected to be fully addressed at the preliminary plat stage. <br />Staff would also note that the variance for road length has been discussed at the PC and Council <br />level, and all indications are that neither body has an issue with the length. The justifications for <br />approval of this variance are included in the findings section of the preliminary plat resolution. It <br />should additionally be noted that a private road from Shoreline Drive ending in a cul-de-sac to <br />serve the three lots would have to be at least 1750 feet in length, i.e. longer than the extended <br />Heritage Lane at 1600 feet.
