The applicant seeks Council input on a proposed 39 unit, single family neighborhood on 17.26 <br />acres (12.72 dry) at the SW quadrant of Wayzata Boulevard and Old Crystal Bay Road. The property is <br />guided for 7-10 units per acre. The proposed development would require a rezoning and a <br />comprehensive plan amendment, in additional to the subdivision process. <br /> <br />Background. The developer has prepared a number of concepts since July. Previous versions included <br />up-to 102 units in attached townhomes; the Council seemed uncomfortable with that pattern of <br />development. <br /> <br />Density. The density proposed 3.14 units per acre, less than what is prescribed in the Comprehensive <br />Plan, and less than the Council discussed at a workshop on September 28th. The density as proposed will <br />require a Comprehensive Plan Amendment, which the Met Council has suggested would be approved <br />from a density standpoint, though the next amendment or update may face challenges. The City must <br />provide for the development of at least 20 acres of buildable residential property at 8 units per acre to <br />meet the affordable housing goals contained in the Comprehensive Plan (and expected to be included in <br />the next update). <br /> <br />Streets. The street arrangement is largely unchanged from earlier versions, dictated in large part by the <br />location of the wetland. The cul-de-sac at the NE corner of the project has been pulled south a bit, to <br />provide additional separation from Wayzata Blvd. The streets are proposed to be public, as they provide <br />access through to the Dumas property to the west. The cul de sacs at the west property line are <br />temporary and would be removed when the Dumas property develops. A trail is show providing access <br />to the crosswalks at Old Crystal Bay Road and Wayzata Blvd West, at the NE corner of the site. It is <br />suggested that sidewalks be provided on both sides of the streets within the development. <br /> <br />The location of the wetlands and adjacent city streets limits flexibility in street layout. The layout seems <br />logical, and provides opportunities for connections to adjacent property. <br /> <br />Housing. The builder has provided examples of the housing anticipated. Products range in width from <br />35 feet (for the lots in the SE corner of the project) to 50 feet in one and two story homes. The 35’ wide
