Zoning Pile 1998 <br />Janu:lry 7; 1986 <br />Page 2 <br />The w~tland/buildable land _boundary was establ ished by the <br />applicant's soil scienti1:1t, Ste,ve Shirmers, based on ob ■erved <br />soil types, vegetation, and topography, and verified by ■taff. <br />Although the 3irphoto wetland map~ indicate a somewhat larger <br />area of Hamel soils, actual borings on the site along with the 2 1 <br />contour map have verified that the wetland map is incorrect;: <br />Also note that Long Lake Cre ek passes through the property. <br />City Engineer Glenn Cook has reviewed the project and _ the <br />watershed to determine the extent of flood plain, and recommends <br />the edge of the wetland conservation and flowage easement be <br />established at the 935' contour, which closely coincides with the <br />dry buildable line. <br />Staff has no other conccr ,1s relating to the Bellows Plat. <br />Planning Commission at their December 16th meeting voted 6-0 to - <br />adept the following recommendation: <br />To recommend preliminary plat approval of the two-lot plat of <br />Maureen Bellows finding that the proposed subdivision meets all <br />septic standards set forth in the Orono On-Site Code and meets <br />the standards of the RR-1B zoning district, and that each lot is <br />of a size and configuration that will allow the construction of a <br />sing le family residence without the need of setback vari·ances, <br />s uch appr oval is subject to th e f ollowing conditions: <br />1. Dedi cation of t he standard drainage and utility <br />easements along the ~roperty lines. <br />2. Wetlands to be describec on the plat as drainage <br />easement s and dedicated to the public -a conservationand _ <br />flowage easement shall be required over, tinder, and across <br />the wetlands. <br />3. Proposed home and all accessory structures on Lot l must <br />meet all setback standards of the RR-1 B zoning district. <br />4. Applicant must ob tain access permits from Hennepin <br />County prior to relocation th e driveway. This is to be a <br />shared d riveway , s erving both lots. <br />5. Dedication on the plat of ;;, 33' corridor for right-of"." <br />way for Brown Road . <br />6. Park Dedication Pee of $200 for the 4 .9ts acre newly <br />cr ea ted lot. <br />Co un ci l is requested to grant pr~liminary appr oval per the above <br />recommendation.
