ORONO COUNCIL MEETING HELD APRIL 26, 1976 <br />Page 2 <br />Welsh moved, Paurus seconded, that the request <br />of Phillip Dykstra, 3080 North Shore Drive, for <br />a rip rap permit, be referred to the Planninq <br />Commission. Motion, Ayes (4) - Nays (0). <br />Welsh moved, Paurus seconded, that the request <br />of James Abbott, 1000 Brown Road South, for a <br />conditional use permit and variance, be referred <br />to the Planning Commission. tlotion, Ayes (4) - <br />Ways (0) . <br />T-lelsh moved, Paurus seconded, that the request <br />of Tom Vickerman, 679 Minnetonka Highlands Lane, <br />for a conditional use permit and variance, be <br />referred to the Planning Commission. Motion, <br />Ayes (4) - Nays (0). <br />i1r. Ronald D. Ross, 1960 Lakeview Terrace <br />stated that: <br />"I have considered your proposal and I have <br />decided against signing off an easement: <br />1. The barn is located on Lot 1, the proposed <br />easement +s for Lot 2. I cannot see any relevance <br />between the two topics. <br />2. Signing off an easement for Lot 2 would not <br />put me in compliance with any Orono ordinance <br />that I am now breaking. <br />3. Lot 2 is considered by Orono as wetlands <br />and unbuildable. The apparent reason why I <br />am being asked to sign this easement is to <br />assure Orono that no building can ever be <br />placed on that lot. But since the Village has <br />the power to grant or deny building permits <br />anyway, this easement proposal appears redundant <br />and unnecessary to the Village. <br />4. There is no apparent advantage to me in <br />doing so. The reason I initially considered <br />the proposal is that I had heard that sometimes <br />Village or County or State authorities allow <br />development or even develop themselves wetlands <br />property to make it more suitable for certain <br />types of wildlife (like a duck pond or etc.) if <br />that property is sold to or given to them or <br />if an easement is granted.
