§ 6.08 <br />Subd. 4. Council Action. The City Clerk shall refer the <br />application and results of investigation to the Council at its next <br />regu 1 ar meeting. The Counci 1 may either ( 1) deny the permit, ( 2) <br />grant the permit, or (3) grant the permit on condition that an <br />alternate date, time or route are acceptable to applicant. <br />Applicant shall have three (3) days within which to communicate his <br />acceptance to the City Clerk. <br />Subd. 5. Unlawful Acts. <br />A. It is unlawful for any person to hamper, <br />obstruct, or impede or interfere with any parade, parade assembly, <br />special event or any person, animal or vehicle participating in the <br />parade or special event. <br />B. It is unlawful for any person to drive a vehicle <br />between the vehicles or persons comprising a parade or special <br />event when such parade or special event is in motion, except by <br />direction of police officers directing traffic. <br />C. It is unlawful for any person to enter into a <br />parade or special event without prior authorization from the <br />person in charge of the event. <br />Subd. 6. Removal of Obstructions of Traffic. In any <br />case where vehicles or parking by an activity obstructs traffic, <br />regardless of whether or not the activity required a permit, a <br />Police Officer shall warn the property owner and/or the person in <br />charge of the event, that the cars must be moved by a certain time. <br />If the vehicles are not moved in accordance with the Officer's <br />request, the Officer may ticket that person and al 1 the cars that <br />constitute the traffic hazard. Vehicles that constitute a hazard <br />may be towed at the owner's expense if so ordered by the Police <br />Officer. <br />Subd. 7. Exceptions. The following are not required to <br />apply for permits: (1) funeral processions; (2) a governmental <br />agency acting within the scope of its functions; (3) an occasional <br />private party that is held on private residential lots. <br />Subd. 8. Payment of Expenses. The app 1 icant sha 11 pay <br />all extraordinary expense incurred by the City for police and <br />enforcement of this Section and the City may, as a condition of <br />al?proval of the permit, require that the applicant deposit money <br />with the City in a sum equal to the estimated expenses to be <br />incurred by the City. <br />Subd. 9. Permit Fees. All permits provided for in this <br />Section shall be issued only upon payment in full of permit fees <br />and other costs fixed and determined in accordance with City Code <br />Section 1.05. <br />ORONO CC 145-1 <br />Ordinance 22, 2nd Series <br />Adopted: 3-10-86
