§ 6.08 <br />SEC. 6.08. PARADES AND SPECIAL EVENTS. <br />Subd. 1. Definition. For the purpose of this Section, <br />certain terms shall have the following meanings: <br />A. "Parade" means any movement of vehicles, persons <br />or animals, or any combination thereof, which either moves together <br />and as a body so as to impede or affect the free and unobstructed <br />flow of vehicular or pedestrian traffic, or which moves so that <br />some part thereof is in violation of one or more traffic laws or <br />regulations. <br />B. "Special event" means any marathon run, block <br />party, fishing contest, parachute jump, hot-air balloon event, <br />carnival, or any other activity or event which in some way impedes <br />or affects the free and unobstructed flow of vehicular or <br />pedestrian traffic, generates parking needs for more than 20 <br />vehicles off site at any one time on residential streets, not <br />including a public access to Lake Minnetonka, or requires the <br />posting of "No Parking" signs to maintain compliance with traffic <br />laws and regulations. <br />Subd. 2. Permit Required. A permit shall be obtained <br />from the City by any person, corporation, or other entity who will <br />be holding or sponsoring a parade or special event. Application <br />for such permit shall be made to the City at least sixty (60) days <br />in advance of the date on which the parade or ~pecial event is to <br />occur unless waived by the Council. The applicant shall fill out a <br />form provided by the City, stating the sponsoring organization or <br />individual, the route or location, the time of commencement, <br />termination and the general composition. The application shall be <br />executed by the individual applying therefor or the duly authorized <br />agent or representative of the sponsoring organization. The permit <br />requirements set forth in this section apply in addition to any <br />licensing requirements set forth in Section 5.25 of this ordinance. <br />Subd. 3. Investigation. The City shall forthwith refer <br />all applications for parades and special events to the Police Chief <br />for the Chief's consideration. The Police Chief shall review each <br />application within ten (10) days. If an application involves State <br />trunk highways, the Police Chief shall make necessary arrangements <br />with the Minnesota Department of Public Safety for alternate routes <br />or whatever may be necessary. If the Police Chief finds that such <br />a parade or event wi 11 not cause a hazard to persons or property, <br />and will cause no great inconvenience to the public, and if the <br />Chief is able to make arrangements for necessary direction and <br />control of traffic, the Chief shall sign the application and return <br />the application to the City Clerk. If the Police Chief finds the <br />parade or special event described in the application to be a <br />hazard, a substantial inconvenience, or if the Chief is unable to <br />make adequate arrangements for direction or control of traffic, the <br />Chief shall return the same to the City Clerk with appropriate <br />findings set forth in writing. <br />ORONO CC 145 (3-10-86)
