l ,. <br />I <br />J <br />I <br />I <br />I <br />I <br />] <br />I <br />I <br />I <br />I <br />] <br />I <br />I <br />.1 <br />J <br />DISCUSSION <br />On-site determinations were based on the three required technical criteria as outlined <br />by the 1987 Corps of Engineers Wetlands Delineation Manual: the presence of hydric soils, <br />the dominance of hydrophytic vegetation, and the presence of water at a depth less than 12 <br />inches to the soil surface. We based the delineated wetland edge on deduced hydrology based <br />on topography because much of the property consists of hydric soils and reed canary grass <br />which is a hydrophytic plant that does invade disturbed upland areas. <br />The wetland boundary, property boundaries, and sample point locations indicated on <br />figures in this report were determined using a Global Positioning Systems unit and are accurate <br />to within one meter (3.3 feet). <br />RECOMMENDATIONS <br />If any manipulation of this area is planned, the next step would be to request that <br />Hennepin County personnel visit the site with us to review and corroborate wetland <br />boundaries. This site may also require on-site review by Army Corp and Minnesota Board of <br />Water and Soil Resources personnel. <br />Several levels of government regulate activities that impact or potentially impact <br />wetlands. Local ordinances may regulate wetland modifications such as burning, and brush <br />and tree removal. The state of Minnesota and the Federal government are the two primary <br />jurisdictions that regulate using the following legislative actions: <br />□ <br />□ <br />State jurisdiction by the Wetland Conservation Act of 1991 (WCA) <br />administered by the WCA Local Governmental Unit (LGU). <br />Federal jurisdiction by the Clean Water Act of 1972 and subsequent <br />amendments.
