The Sketch Plan Review is the first of a three-part subdivision <br />process. The Sketch Plan Review is intended to be a review of the site concept. Typically, the <br />Sketch Plan Review is only done at the Planning Commission level. The Planning Commission <br />reviewed the Sketch Plan and has requested the Council also review this particular application <br />because it would require either rezoning or granting of a lot area variance. The Planning <br />Commission had a consensus that this individual request is not consistent with the City's <br />Comprehensive Plan, Zoning Ordinance, and Subdivision Ordinance. <br />Minimum Lot Standards <br />Zoning District: LR-I A <br />Minimum Lot Size: 2 acres <br />Minimum Lot Width: 200' <br />The property totals only 3.66 acres. Based on the property having only 3.66 acres it is not <br />possible to subdivide the property without granting a lot area variance for one of the properties <br />for a lot less than 2 acres. If the properties would be split along the old property line a lot width <br />variance would be required because the lot would have frontage along the street of less than 200'. <br />Mike Gaffron, Orono Planning Director, has prepared a memo that provides a background history <br />of the 960 North Brown Road property. The memo is attached as Exhibit E.
