 Develops and maintains a multi-year capital improvement plan and program to address the <br />City's infrastructure development, maintenance, and replacement needs. <br /> Consults with engineers on upcoming and current projects to provide information and <br />advice on City needs and expectations. Provides project management oversight on capital <br />projects. <br /> Works closely with GIS staff and the City Engineer to ensure the GIS mapping system and <br />the asset management system are kept up to date. <br /> Renders technical advice, both written and verbal, to the City Council, Advisory Boards <br />and Commissions and attends City Council meetings and other meetings as necessary. <br /> Investigates citizen complaints and responds to citizen requests and issues. <br /> Prepares and reviews specifications for equipment and vehicles purchased by the City. <br /> Conducts special projects as assigned. <br /> Implements water resource functions, including implementation of the Wetland <br />Conservation Act and Surface Water Management Plan as well screening and erosion and <br />sediment control as it relates to the MS4 NPDES requirements. <br /> Periodically conducts field inspections of city infrastructure to ensure assets are properly <br />maintained and repaired; identifies deficiencies; and issues work orders to subordinates or <br />contractors to correct these deficiencies. <br /> Plans, monitors, and continually evaluates the effectiveness of the maintenance, repair, and <br />replacement activities for the streets, fleet, storm sewer and utilities. <br /> Provides, and sets the example for, excellent customer service. <br /> Utilizes computer technology for work management, information management and <br />communications. <br /> Prepares all necessary reports required by other government agencies. <br /> Maintains records in accordance with the retention schedule. <br /> Manages contacts and contractors providing repair and maintenance services for city <br />infrastructure, facilities and equipment. <br /> Establishes and maintains safety program ensuring the department is fully compliant with <br />all OSHA regulations <br /> Prepares short-term and long-term goals and objectives for public works. <br /> Performs other duties and assumes other responsibilities as assigned. <br /> <br />Required Knowledge, Skills, and Abilities <br />Knowledge: <br /> Mechanical — Knowledge of machines and tools, including their designs, uses, repair, and <br />maintenance. <br /> Public Safety and Security — Knowledge of relevant equipment, policies, procedures, and <br />strategies to promote effective local, state, or national security operations for the protection of <br />people, data, property, and institutions. <br /> Customer and Personal Service — Knowledge of principles and processes for providing <br />customer and personal services. This includes customer needs assessment, meeting quality <br />standards for services, and evaluation of customer satisfaction. <br /> Administration and Management — Knowledge of business and management principles <br />involved in strategic planning, resource allocation, human resources modeling, leadership <br />technique, production methods, and coordination of people and resources. <br />30
