The Council fmds that proposed impacts on the 43 acre Medina 26 'Big Woods' site <br /> located 2/3 in the City of Medina and 1/3 in Orono, have been suitably addressed <br /> � � through the Environmental Assessment Worksheet review process.The applicant has <br /> demonstrated the measures taken to date to minimize the axea area and type of Big <br /> Woods impacts and has r�vised the course layout a number of times to result in <br /> reduced tree loss, greater connectivity between forest segments and wetlands, and <br /> reduced impact on wildlife habitat. The Council further notes that no City ordinances <br /> currently prohibit the applicant from total tree removal in this Big Woods area, and <br /> that this conditional use permit and site layout approval acts to afford a measure of <br /> forest protection that would not otherwise be possible under a strictly conforming <br /> single family residential development. <br /> 15. The City has a need for drainage easements over drainageways on the site, as well <br /> as cons.ervation and flowage easements over wetlands on the site, to preserve the . <br /> • � . public benefit of these natural features. <br /> 16. The applicant has agreed to work with the City in establishing a trail system within <br /> or adjacent to the site. <br /> 17. The Council finds that while the clubhouse driveway proposed to access to Spring <br /> � Hill Road may be mitigated in relation to its impacts on the bluff,the location of said <br /> driveway has potential negative impacts on the Spring Hill Road neighborhood by <br /> causing excessive traffic for said residential neighborhood and causing additional <br /> � stress on the roadway surface. Based on these conclusions,the Council finds that it <br /> � is inappropriate to have the golf course access onto Spring Hill Road, and further <br /> finds that it is most appropriate to require that access to the golf course be via the <br /> present access to County Road 6. The Council further fmds that it is appropriate for <br /> the applicant to make any safety improvements to the present access to County Road <br /> 6 as may be deemed necessary by the Hennepin County Public Works Department. <br /> 18. The Council finds that the proposed golf course construction process which is <br /> expected to take up to 2 years,may have negative impacts on the neighborhood due <br /> to dust,noise, etc.,and fmds that it is appropriate for the City in its Land Alteration . <br /> CUP approval to limit the hours of construction to protect the peace and repose of the <br /> neighborhood. <br /> • Page 6 of 17 <br />
