Steep slopes along the south central and southeast portion of the property meet the � <br /> City's Shoreland Ordinance definition of'bluff features, and are in the Shoreland <br /> District. Both areas will be impacted by grading and tree removal for construction <br /> of the golf course. The applicant has addressed satisfactorily the City's concerns <br /> regarding visual impact and erosion control. <br /> 12. The proposed golf course grading will remove trees from the central 1/3 of the bluff <br /> impact zone in the area of the former gravel pit on the site. The applicants have <br /> modified the original proposal to reduce the impacts on the bluff, including <br /> elimination of a proposed tee on Hole#5; relocation of the cart path on Hole#5 to <br /> allow a minimum of 120' of undistrurbed vegetation adjacent to Spring Hill Road; <br /> reduction of the grading on the bluff slope on the west side of the 'bowl'; and <br /> reduction in the tree clearing on the bluff slope on the north side of the bowl. In the <br /> . area of the bluff affected.by the proposed driveway leading to the clubhouse from <br /> • Spring Hill Road,the driveway has been relocated northward to the shoulder of the <br /> bluff to a11ow the existing trees to remain as a screen to minimize the visual impact <br /> of the driveway in the bluff impact zone. The resulting impacts to the bluff impact <br /> zone include: � <br /> A. Selective trimming and limited tree removal along Hole#18 at the top of the � <br /> bluff slope to provide a sight line to the green. <br /> � B. Trirnming and selective clearing on the east side of the bowl below the#5 tees <br /> to provide an adequate sight line to the fairway. <br /> C. Grading and related tree clearing on the west side of the bowl to provide a � <br /> sight line down fairway#5. <br /> D. Driveway at the top of the bluff impact zone east of the clubhouse. <br /> 13. The Council finds that the proposed impacts are necessary to accomodate the <br /> � proposed�golf course use, and further fmds that the proposed impacts to the bluff <br /> impact zone have been minimized such that the impacts are not in conflict with the <br /> . 1980 City of Orono Community Management Plan("Comprehensive Plan")which <br /> contains a number of general land use and environmental protection goals and <br /> policies in regard to preservation of natural lake shorelines. Further, tha applicant <br /> has agreed to take whatever erosion control steps are necessary and has provided an , <br /> _ erosion control plan for the site. <br /> � <br /> � Page 5 of 17 <br />
