FILE 07-3293 <br />June 18, 2007 <br />Page 5 of 5 <br />If the Commission determines it would be appropriate to grant a hardcover variance the <br />Commission should consider if Low Impact Development1 measures to reduce runoff and/or <br />to improve water quality should be required to compensate for the additional hardcover. <br />Are there any other issues or concerns with this application? <br />Staff Recommendation <br />Planning Staff recommends denial of the variance as reasonable use of the property could be <br />made without the hardcover variance and the impact of the variance would be increased <br />because most of the hardcover lies within 150 feet of the lake and most of the runoff would <br />be directly to the lake though a limited portion of the O to 75 foot setback. <br />1 Low Impact Development (LID) is an innovative stormwater management approach with a <br />basic principle that is modeled after nature: manage rainfall at the source. LID uses <br />uniformly distributed decentralized micro-scale controls. LID's goal is to mimic a site's <br />predevelopment hydrology by using design techniques that infiltrate, filter, store, evaporate, <br />and detain runoff close to its source.
