Gaffron, Assistant Zoning Administrator <br />Date: January 23, 1985 <br />Subject: #881, Krutzig Custom Homes, Inc., 1629 Bohns Point Road <br />Variance - Additional Review Request <br />Synopsis - At your December 10, 1984 meeting, Council directed <br />staff to prepare a resolution of denial of the proposed hardcover <br />variances to construct a deck and extensive driveway in excess of <br />the 25% hardcover allowance. Applicant has submitted further <br />information on this deck and hardcover in general, and requests <br />your additional review. <br />List of Exhibits <br />Exhibit A - Application <br />Exhibit B - Applicant's letter of 12/14/84 <br />Exhibit C - Drainage Plan Showing Sewer Line Encroachments <br />Exhibit D - Gronberg Report With Hardcover Calculations <br />Exhibit E - "Seamco" Surfacing Material Literature <br />The request to the Council is that you further review the <br />issue of decks as hardcover. Applic:,.nt contends that a deck with <br />specific minimum slat spacing and with permeable materials <br />underlying the deck is not and should not be considered <br />hardcover. City Engineer, Glen Cook, has been asked to review <br />the technical aspect of this for you. His preliminary opinion is <br />that under controlled specific circumstances, decks should not be <br />considered hardcover. <br />What is a reasonable enforceable performance standard? Do <br />we give decks meeting specific slat spacing and underlayment <br />materials credit as 0% hardcover? If so, we may have to require <br />more intensive inspections of new decks, and may have to even <br />consider performing routine follow-up inspections to ensure that <br />they don't become hardcover later. We will certainly have to <br />publish some type of flyer to explain the standards to the <br />public. <br />Also, consider that we have in one case accepted the concept <br />of perfora*ed polysheeting under rock as be ng non -hardcover. <br />Verifying this on every deck installation using this method will <br />be a time consuming task, possibly requiring multiple inspections <br />for what is usually a minimum ($25.00) permit. fee. <br />In the Krutzig application, the decks are proposed to be <br />located behind the 75' setback line, requiring only a hardcover <br />variance. in another variance application you will be reviewing <br />on February 11, a request is made for decks encroachinq on the 0- <br />75' zone. Remember that even if decks are declared as non - <br />hardcover, they are still considered a structure, not allowed in <br />the 0-75' zone. <br />
