Mabusth <br />DATE: August. 8, 1983 <br />SUBJECT: #760 William Ulrich, 1535 Bohns Point Road - <br />Conditional Use Permit <br />Application - Conditional Use Permit For Seawall <br />At your July 18, 1983 meeting, Planning Commission asked for <br />additional information on the following: <br />Additional Information From DNR <br />Mr. Stine has submitted a follow up letter dated July 21, 1983, <br />and then another follow up memo dated July 22, 1983, in order <br />to clarify his statement "other methods of controlling <br />these problems." Very briefly to review - Seawall is only method <br />known to sup^essfully combat muskrat investation - rip rap is <br />ineffective. His site inspection confirmed "muskrat problems <br />combined with poor scil types". <br />It should be noted for the public record that the DNR issued <br />a permit. to Ulrich prior to the City's action on the application; <br />in fact prior to the Planning Commission meeting of July 18, <br />1983. <br />Draina4e Concern <br />The City Engineer and I inspected the drainage area in order to <br />determine if the seawall would have any impact on the drainage <br />basin located between the Ulrich and 31ohorn properties. The <br />seawall will have no effect on the watershed finding adequate <br />grassed area within the basin to contain surface runoff. <br />Notices to Neighbors <br />Blohorn's property, given the location of the lagoon in relation <br />to abutting properties, is the only effected property owner. <br />Blohorn has consented to a 20' extension of the seawall along <br />the north property line of his portion of the lagoon. There <br />is 200'+ of shoreline that separates Louis E. Navin's sâ–șoreline <br />from the lagoon area; this is the property owner to the immediate <br />north of the Ulrich property. Please note Louis E. Nevin received <br />notice of the Ulrich application. <br />
