appropriate to consider preliminary approval of the plan. <br />DISCUSSION - Suggested consideration of the plan is to break the <br />areas in the Highway 12 corridor down into: <br />A. Areas where no substanital change in land useis <br />proposed (see page 31 of Attachment A) as designated by <br />letters A thru E. <br />H. Areas where land use change is proposed. <br />The only significant departure in the area for minimal change in <br />Planning Commission's recommendation as opposed to the original <br />recommendation document was in the area designated E the area ror <br />the new Day Care Center. As noted in Exhibit C of Attachment H <br />dated 1/30/87, the Cici's have requested that water and sewer be <br />extended to the property. Whale water extension from Long Lake <br />would require only an agreement between the City of. Orono and the <br />City of Long Lake, who have already expressed their desire to <br />extend water service, the extension of sewer as a Metropolitan <br />system would appropriately require a Comprehensive Plan change. <br />As noted the rational for this extension of the services, is <br />that a Day Care Center would require a sprinkler. The cost of <br />digging a 500 gallon per minute well was considerably more <br />expensive than the alternative of extending later service. The <br />extension of sewer, in conjunction with that it was felt to be <br />the best long term solution by the property owner and was so <br />recommended by the Planning Commission to be included in the MUSA <br />line. <br />As for the other areas where change is recommended the following <br />represents both the staff recommendation and Planning <br />Commission's recommendation. <br />Staff Planning Commission <br />Property Area Recommendation Recommendation <br />1.
