URBAN HENNEPIN COUNTY <br />COMMUNITY DEVELOPMLNT BLOCK GRANT PROGRAM <br />Citizens Advisory Committee <br />Resolution 87-1 <br />WHEREAS, the Urban Hennepin County Joint Cooperation Agreement establishes <br />the Countywide Ciscretionary Account, and <br />WHEREAS, the urban Hennepin County Citizen Participation Plan assigns the <br />Urban Hennepin County Citizens Advisory Committee the responsibility of <br />evaluating competitive requests for Countywide Discretionary Account funds <br />and submitting to the Hennepin County Board a recommendation on reallocation <br />of the Countywide Discretionary Account balance. <br />BE IT RESOLVED, that the Urban Hennepin County Citizens Advisory Committee <br />recommends to the Hennepin County Board of Commissioners that the following <br />activities be funded utilizing '�501,735 of the March 1, 1987, Urban Hennepin <br />County Discretionary Account balance of S551,735: <br />Richfield Rehabilitation of Private Property S 50,000 <br />Eden Prairie Senior Center 30,000 <br />St. Bonifacius Senior Center 15,446 <br />Shorewood Southshore Senior Center 5,000 <br />Orono Crystal Bay Sewer Grant 6,289 <br />Osseo Downtown Redevelopment 150,000 <br />HERO Business Incubation/Accelerator 200,000 <br />Hennepin County Day Care 45,000 <br />Total S501,735 <br />BE IT FURTHER RESOLVED, that the remaining S50,000 of the Countywide Dis- <br />cretionary Account balance be conditionally awerded to the City of t+obbinsdale <br />for frontage road relocation, provided that it can be established that 51-. <br />of the households benefiting from the roadway improvement are of low/moderate <br />incomes per HUD guidelines, and the project is appropriate to the needs o' <br />the low/moderate income persons.
