Zoning File #ill.7
April 6, 1987
Planning Commission Comments 6 Recommendation:
The Planning Commission was very supportive of the proposed
application and advised the applicant to amend his request so that he would
not be limited to a 50 feet length of track in order to deal with v -ying
lake elevations.
Staff asked Planning Commission members to consider an additional
improvement. as a condition of approval if these track structures were found
to be acceptable if certain hardships and findings can be made. Staff
asked members to consider the installation of a more permeable bed (sand,
gravel, etc.) where the boat/cart would rest to compensate for the
hardcover.
The Council representative at the meeting voiced grave concern to
staff with the Planning Commission recommendation. Major concern was based
on negative precedent setting, the impact of boats placed right at the
lakeshore and the hardship of the unstable lake bed was not founded because
it appeared the track was portal --le and to be removed each season.
The enclosed resolution has been drafted per the unanimous vote of the
Planning Commission to recommend approval of Willard Shull's variance
application. Note the staff condition (one) of the 3/6/87 memo has been
"mended per Planning Commission's direct -ion so as not to set a limit to
track length. Applicant will not have to seek a permit from the DNP
because the ramp is portable with no tie into lake bed.
