Zoning File #1117 <br />March 5, 1987 <br />Page 2 of 2 <br />The applicanthas advised that the soft, silt like bottom does not <br />provide adequate support for a boat lift. Dredging and filling the lakebed <br />with crushed rock is not acceptable because of the need to constantly <br />maintain with dredging and filling. Although the City has no control over <br />the dredging of a lakebed, the environmental impact of this rustic <br />untouched shoreline area of Long Lake would present more concern. <br />Please note, Mr. Shull plans no superstructure or no brightly colored <br />canopy. If staff can correctly recall, the boat is : -23 feet in length. <br />If Planning Commission members are able to get out to the site, you will. <br />find no visual impact created by the storac, of the boat at the proposed <br />location. The topography of the bank, the existing vegetation and the <br />shape of the shoreline all work to shield the site from surrounding <br />properties and the ramp/boat. will create no viewing obstacles for adjacent <br />and surrounding residences. <br />Staff Reci endation: <br />To approve the variance application of W.C. Shull seeking lakeshore <br />setback and hardcover variances for the installation of r- ramp at <br />applicant's residence l oca. ed at 1125 Spring Hill, Poad based on the <br />following findings: <br />1.. The ramp and boat located within 20 feet of the shoreline of Long <br />Lak will have no negative impact on the lake views of the adjacent <br />neighbors because of the existing topography, natural vegetation and <br />curve of the shoreline. <br />2. The existing lakebed does not provide adequate support for a boat <br />lift and because of the soft silt lakebed, mooring at a dock is not <br />acceptable because of constant damage to boat.. <br />3. The alternative of dredging and filling the lakebed is not <br />environmentally sound nor is it practical in light of the need <br />continually to maintenance dredge. <br />The approval is subject to the following conditions: <br />1. The ramp structure may never be enclosed with a superstructure nor <br />a canopy and any enlargement -)f the ramp must F- approved by the City. <br />2. Applicant must obtain :a building permit teom the City of Orono <br />prior to installation. <br />3. Applicant shall obtain, the necessary permits from the DNR to <br />install track section witt:in lakf+b-d of Lonq bake. <br />
