TO: Mayor and City Council ��► � r '���'�a�IG <br />FFOM: Mark Bernhardson, City Administrator <br />DATE: April 7, 1987 <br />SUBJECT: Administrator's Information <br />Metro Waste Interceptor - Minnetonka Beach - Orono - Last fall <br />the City Council approved preliminary plans for the Upgrade of <br />the Minnetonka Beach/Orono/Metro Interceptor, whict, starts in <br />Minnetonka Beach and runs along County Road 19 until it gets to <br />North Shore Drive where it runs east to Old Crys;tal Bay Road. <br />This interceptor, which was originally an Orono r i.ty sewer trunk <br />line, was taken over by Metro Waste Control when they took over <br />the Orono treatment plant in 1970. During the Last few years <br />this system on occasion operated over capacity resulting in the <br />dumpage of raw sewage into Lake Minnetonka near the 'iendrickson <br />Bridge. As a result of this, Metre Waste has been doing <br />significant work on a project to upgrade this line with <br />substantial prompting from JL-Ellen Hurr, who is the Metro Waste <br />Control representative for this area. The upgrade will increase <br />to some degree the capacity in the line for the future but is <br />principally designed for the present overload condition. It will <br />result in numerous lines being turned back to the City of Orono <br />for maintenance. As a result of this the City is looking to gai- <br />a benefit by having Metro Waste go with an alternative to thei <br />desired plan which would reduce or eliminate the need for a lift <br />station on Orono's local lines. This is currently being <br />discussed with Metro Waste's staff and at a point that a decision <br />regarding how much local participation in dollars that Metro <br />Waste is looking for in order to go with this alternative, staff <br />will bring this back for Council discussion. <br />Police Contract Status - The City has been in neg.:)tiations with <br />Law Enforcement Labor Services (LELS) which represents the 13 <br />patrol officers in the Orono Police department. These <br />negotiations commenced last fall and currently the City and the <br />Union ar(� in mediation. The first mediation session was held the <br />first part of March and the second mediation scheduled, which was <br />scheduled for the last week in April, has twice been cancelled <br />and it is currently rescheduled for April 22nd. At issue is the <br />amount of wage increase for the officers. Police units generally <br />in the Metro area have been 3 1,i2 and 4 1 %2 percent. The City is <br />looking for some brrnefit from changing contract language in <br />exchange for the City going above thc, 3� granted other employees <br />for 1967. At the point that a negotiated settlement can be <br />recommended to thc- Counci 1 it wi l 1 he brought back to them for <br />your cons ider at ion.
