CITY OF ORONO PLANNING COMMISSION MEETING - PUBLIC HEARING <br />HIGHWAY 12 CORRIDOR STUDY/COMPREHENSIVE PLAN AMENDMENT <br />Planning Commission Discussion and Action <br />Chairman Kelley summarized his views as follows: Areas A, B, C, <br />D, and E should be left as currently zoned. In Area E, the issue of <br />municipal utilities for the day care will have to be dealt with as it comes <br />up. Lot 1 should be left as 2-acre residential area with no cut roads or <br />loop roads put in, Old Crystal Bay Road should act as a barrier for the <br />west to further development. The school offers a division to the north of <br />Highway 12. Lot 2 is aready zoned and developed as industrial property and <br />the only aspect to be considered here is safety. In Lot 3, density should <br />be kept to a minimum with some type of limited commercial development along <br />Highway 12 between Old Crystal Bay Road and Willow Drive with double <br />bungalows or modest residential as a separation between the semi -commercial <br />and single family uses to the north. Mr. Rebers has an interesting <br />proposal for Lot 4, working with the 1-acre/2-acre idea, the sewer <br />availability should be addressed as to the appropriateness. In Lot 5, the <br />zoning should change from rural residential 2-acre but not up to the area <br />of Ringers Wood. Ringers Wood was developed with an understanding it was <br />in a 2-acre zone and we should uphold that idea. <br />Chairman Kelley concluded the zoning changes should occur in part <br />of the Area 3, and in the back Areas 4 and 5 with the main concern as <br />density, run-off of water and sewage. <br />Bellows concurred with Chairman Kelley with the only points of <br />dissension on :zea E, even though there was some reservation with the use <br />of a day care in that area before, this new issue of utilities should be <br />included in this study. Lot 1 shou '.d be kept as it currently is zoned, <br />however, there aie some real problems in terms of soil, but they might be <br />dealt with best on an individual basis. Primarily the preservation of a <br />less dense nature is the main concern. Mr. Rebers proposal for Area 4, is <br />one that bears looking at as the area does have very unique soil conditions <br />and it does have to be dealt with in special ways. <br />Bellows felt the City should keep the options open as to exactly <br />what the middle -of -the -read density in Area 3 is. It should not be limited <br />at this point, but keep in mind the concern for the properties in Ringers <br />Wood. <br />Chairman Kelley noted that the Planning Commission, at their <br />February 17th, 1987 meeting, will review again the alternatives and make a <br />recommendation to the Council regarding the comprehensive plan amendment <br />for the rezoning of the Highway 12 corridor and that the public hearing <br />would be continued until that meeting.
