CITY OF ORONO PLANNING COMMISSION MEETING - PUBLIC HEARING <br />HIGHWAY 12 CORRIDOR STUDY/COMPREHENSIVE PLAN AMENDMENT <br />City Administrator Bernhardson explained that in the late 19609a <br />or early 1970's there was discussion on expanding Highway 12 to a four la:,e <br />highway through the City. At that time it was determined that Highway 212 <br />would be the major east/west through are west ttirough the State. MnDot <br />has indicated that there are no plane to do anyth. 3 of any significance to <br />Highway 12 within the next 15-20 years, with the note that they are only a <br />reactive force. The Willmar Chamber of Commerce has proposed a four lane <br />extension from 'Wayzata to Willmar, if not all the way the South Dakota <br />border. This will be addressed by the Council at a later date. <br />Mr. Quady asked if Highway 12 is not going to be upgraded to meet <br />traffic demands, aren't there going to be a lot of problems added to that <br />area if that many additional sewer units are added to the corridor. <br />City Administrator Bernhardson stated we are trying to establish <br />a frontage road system that would keep some of the local traffic off <br />Highway 12, and by placing sewer units in this corridor, it may replace the <br />need for the units further out. In the Orono portion of the corridor, <br />there is a 100' right-of-way, so a limited expansion of turn lanes and <br />capacity could be done to provide for better traffic flow in the existing <br />corn dor. <br />Becky Courteau from the Pioneer Newspaper, asked how many land owners <br />are within the Area 3 boundaries. <br />City Administrator Bernhardson noted there are approximately 6 <br />owners, including 3 partnerships. <br />Chairman Kelley moved onto Area 4. <br />Sid Rebers wa- present together with his ,ittorney, Steven Pflaum, <br />and engineer, Larry Hanson. <br />Mr. Pflaum started by explaining Mr. Rebers basic issues for the <br />area of land which he owns. First there is about 45 acres, of which 10 are <br />zoned B-1 commercial (rough'y the south 1/' f the property). This <br />property is probably as significantly impac as much as any other <br />property in this study, and is able to adapt to these proposed uses and <br />development with one exception. The areas of concensus are: <br />1. Proposed development along Brown Road - this development can <br />handle the frontage road going through the Rebers property, and as <br />part of the development, he can absorb his portion of the cost. <br />2. The proposal of a secondary road through the site to connect with <br />the subdivision to the immediate west - can be accomodated in his <br />proposed usage also. <br />
