CITY OF ORONO PLANNING COMMISSION MEETING - PUBLIC HEARING <br />HIGHWAY 12 CORRIDOT. STUDY/COMPREHENSIVE PLAN AMENDMENT <br />Mr. Shardlow noted that the types of development which are to <br />occur on the Rebers property would definitely affect the Brown Road North <br />access. The east/west road would not be proposed to be built until the <br />Rebers property has been developed. The main reason for the east/west road <br />is help to keep traffic off Highway 12. Shardlow noted the two other <br />criteria looked at in the planning process: <br />1. The situation at Brown Read North and Highway 12, which several <br />people in the community feel is unsafe, thus, it was looked at in the <br />planning process for an alternative to that situation. <br />2. The City does have a responsibility to provide access for the <br />Reber property. <br />In the planning process, it is not meant to say this is the only <br />solution, but we must not overlook the advantages and disadvantages as <br />exists with the alternatives. <br />Chairman Kelley asked how many water units are available for the <br />area and how they are allocated. <br />City Administrator Bernhardson noted that the City of Long Lake <br />constructed a new water tower about 3-4 years ago. A study was done to <br />determine tower space for this area. An additional well would probably <br />need to be drilled for additional units. <br />Mr. Shardlow noted that it would be a raguirement for approval of <br />the development project to demonstrate that all utilities were available to <br />serve the development. Approval would also depend on the nature of the <br />development. <br />Chairman Kelley summarized that the Areas A, B, C, D, and E will <br />not be changed from the current zoning. <br />City Administrator Bernhardson noted the following exceptions: <br />1. Currently there is a non -conforming use - Summerfield <br />Farms - which will remain as it is. <br />2. Area B will remain as 2-sere rural residential, however, there <br />may be a possibility to use portions of it as PRD approach to allow <br />for grouping and buffering away from County Road 6. <br />3. In Area C, the Fulmer property has been subject to a previous <br />comprehensive plan amendment allowing for the severing of the <br />property. <br />
