CITY OF ORONO PLANNING ZOMMISSION MEETING - PUBLIC HEARING <br />HIGHWAY 12 CORRIDOR STUDY/COMPREHENSIVE PLAN AMENDMENT <br />e) Housing - provide an opportunity for greater alternatives to <br />single family housing, and provide the City with the opportunity to <br />work towards its low and moderate goal. <br />f) Metropolitan urban Service Line - Housing needs to be extended to <br />allow for the proposed development. <br />Mr. Shardlow explained the conceptual transportation system <br />improvements. Four alternatives have been prepared for the area between <br />Old Crystal Bay Road and Willow Drive to the north. Remote frontage roads <br />may be preferable to the traditional frontage road because of traffic <br />movements at key intersections, it would be appropriate to bring the drive- <br />way curb cuts at least 300' from Highway 12. <br />Area 2, to the south, presents more constraints in that it is <br />considerably more developed. Two alternatives have been looked at for <br />this area: <br />1. Consolidate the access into a frontage road, working with the City <br />of Long Lake to make a single access. <br />2. Remote or alternative access road, running along the back of the <br />properties, connecting up with Daniels Street in Long Lake. This is <br />presently preferred by both Long Lake and the land owners. <br />In the Area 1 to the west of Old Crystal Bay Road, a loop road <br />system has been suggested to provide acre.,_ to that area tying in with Old <br />Crystal Bay Road some 300' south of Highway 1' (minimum) and if there was a <br />remote system, tying in with that point. <br />In Areas 4 and 5 To the ecst. of Willow Drive is a very narrow <br />condition between the existing Dickey Lake Road and Highway 12, with <br />concern about access to Highway 12 being primary. <br />Considerable concern has been raised about the existing Brown <br />Road North and Highway 12 intersection. A number of alternatives have been <br />suggested. It was mentioned the desirability of moving traffic from Brown <br />Road North to Wil low Drive and west without having to go onto Highway 12. <br />The perferred alternative is to have a remote frontage road with a <br />connection out at Brimhall Avenue, Long Lake. The exact location and width <br />of that facility will have to be carefully intergraded into the plans for <br />this area. <br />Mr. Shardlow explained the land use recommendation calls for some <br />commercial from the proposed frontage road to Highway 12, then sodium <br />density residential between the frontage roadway and the area of Dickey <br />Lake Road. <br />The four alternatives which have been suggested for the main <br />study area (03) between willow Drive and Old Crystal Bay Road are as <br />follows, <br />
