1386.3 <br />ATTACHMENT 1 <br />CITY OF ORONO <br />REDEVELOPMENT STRATEGY <br />Potential Goals - The following represent potential goals that <br />mays appropriate for any development or community or <br />redevelopment in Orono. <br />- Improvement of the economic viability of existing <br />commercial retail areas. <br />- Provide for the overall economic expansion in the <br />community resulting in improv of existing areas. <br />- Attraction of desirable ..,iness or quasi public' <br />institutions that the City deems desirable. <br />- Improvement. in the quality and range of opportunities <br />for housing in the community. <br />STRATEGIES <br />The following represents the strategy issues that need to be <br />discussed relating to direction the City will undertake on this <br />issue. <br />A. LEVEL OF INVOLVEMENT - In addition to perhaps an overall goal <br />which mays things such as economic rejuvenation, the <br />following represent the levels of involvement that a community <br />may take generally or on a project by project basis. <br />1. CatalLst - The City provides the necessary time, <br />lcadershlp and perhaps planning assistance in order that <br />the desired redevelopment happens through strictly <br />Private financing. <br />2. ,� rade Public Improvements - The City promotes a <br />face Iifthf•an area through the utilization of selected <br />public improvements that will either prompt or dovetail <br />with improvements in the private area. <br />t, Master Area Planning - The City develop a plan to <br />provide for an area's redevelopment <br />4. Finonc in /Undertaen External Redevelmeet - Onder- <br />takn t o ace ka r t ot t o prrvate facilities together <br />with addition of not only traditional public <br />improvements bat also public amenities such as boulevar <br />improvelent, trees, benches etc. as found in some of t <br />redevelopments such as Glen Lake area in Ninnetonk., <br />50th and France in Edina etc. <br />5. Financing;'Buildng iof Private Facilities - The City <br />help finance neu or repacemon[ pttvof .Ti Tidings in the <br />area in order to have a signif ir_ant improvement in the <br />area. These are the types of activities tha- have <br />generally he found in Minneapolis, St. Paul. Long Lake <br />etc, <br />
