M1 <br />Since the Hennepin County is a geographical entity on the map, with <br />certain demographic characteristics descriptive of the two constituencies <br />"disad ,ntaged" and "dislocated", an informed judgmental decisi n was <br />possible regarding the target area for searching for an appro,riate <br />facility. <br />This area is bounded on the north by HWy 694, on the south by HWY 494, on <br />the east by HWY 100 and on the west by HWY 18. More than three dozen <br />buildings have been inspected and rejected for one or more reasons. <br />However, it does not appear that basic criteria are overly stringent, and <br />the situation has developed of having two or more buildings that <br />represent serious fully qualified possibilities. The experience to date <br />strongly suggests that a number of appropriate buildings exist and it is <br />a business decision as to which one should finally be selected for the <br />incubator/accelerator facility. <br />There are three set of criteria that reed to be net by the building and <br />its location. The first relates to the corporate tenants, the second to <br />the prospective business employees from the two designated constituencies <br />of need, and third set profiles the characteristics of the facility. <br />CORPORATE TENANT CRITERIA: Since the emphasis is on labor intensive <br />products and services, the business has to identify the facility as <br />providing easy and speedy access to its customers and clients. It has `n <br />be well situated in terms of the highway system in the county. It m- <br />provide an opportunity for easy handling of shipments in and shipmen._s <br />out, in specific terms such as loading docks. There must be free parking <br />for customers and visitors. The utilities must be inexpensive and <br />appropriate to labor intensive activities involving a variety of <br />different kinds of equipment. There must be security for employees at <br />all hours, as well as products and equipment.
