_5- <br />HERD is proposed as a method to stimulate economic growth for the purpose <br />of creating jobs for disadvantaged persons and dislocated workers. The <br />establishing of a Small Business Incubator/Accelerator facility, provides <br />a partial incentive for employers who are potential creators of jobs for <br />the targeted populations. <br />The presence of the facility, however, is not in its M'f the factor which <br />will educe small business owners to create employment opportunities for <br />persons with barriers to successful jab performance. <br />Other incentives, such as training programs designed for the specific <br />needs of individual employers, wage subsidies and tax credits, a:e <br />available through publically funded programs. <br />In Hennepin County, an abundance of effective programming exists which <br />can be used to assist developing employers to create jobs for the <br />disadvantaged and the dislocated worker. <br />Resources to assist the employer and the prospective employee include: <br />federal job trairirg funds from the Job Training Partnership Act (JTPA), <br />state wage subsidy monies from the Minnesota Employment and Economic <br />Development (MEED) Act, wage subsidies through AFDC ,-ant diversion, <br />specifically developed training programs through the Hennepin Technical <br />Centers and other training institutions, and pre-screening of potential <br />employees by professional employment and training staff under contract to <br />the County. <br />Although federal and state funds for the above activities are available <br />in lesser amounts than in past years, the County's Employment and <br />Training system continues Lo develop new funding sources. Recently <br />programs have been developed through federal and state grants to provide <br />re-employment services to workers dislocated from the Control Data <br />Corporation. Programs for workers who have been dislocated, have <br />recently been implemented in the County. <br />There has been continuous federal support for employment and training <br />efforts for several decades. This support rises and declines in relation <br />to economic conditions and the level of unemployment. 'these fluctuations <br />in the dollar level of support notwithstanding, initiatives such as <br />described in this plan can gain access to funds which may be used to <br />increase the employability of the disadvantaged and the dislocated <br />worker. <br />BUSINESS PLAN: HEIU 1/15/87:RSA:05 <br />
