AGENDA ITEM
Date: February 23, 2026
Title: Establish and Rename Police Special Revenue Funds
Presenter: Maggie Jin, Finance Director
Section: Consent Agenda
Item: 4
Purpose:
The purpose of this council item is to establish a new fund and to rename an existing fund, along
with a transfer between the funds.
2. Background:
On November 24, 1997, the Drug/Felony Forfeiture Fund (231) was established to track cash and
property seized relating to drug and/or felony type criminal activity, donations received
specifically for the police department, or such other revenues as appropriate and authorized. The
annual equitable sharing report requires that the funds be tracked separately between Justice and
Treasury Fund and other types of police forfeiture activity non -related to the Justice Equitable
Sharing activities. This tracking would further promote transparency and cleaner accounting
records within the financial system.
3. Staff Recommendation:
Staff recommends that the Drug Forfeiture (JES) Fund (232) be established and the Drug/Felony
Forfeiture Fund be renamed to Police Forfeiture Fund (231). Staff also recommends that $227,008
related to Justice Fund and $197,539.35 related to Treasury Funds, total of $424,547.35, be
transferred from the Police Forfeiture Fund (231) to the Drug Forfeiture (JES) Fund (232).
COUNCIL ACTION REQUESTED
Motion to approve Resolution 7664 Establishing the Drug Forfeiture (JES) Fund and Renaming the
Drug/Felony Forfeiture Fund to Police Forfeiture Fund along with the transfer as listed.
Exhibits
A. Resolution 7664 Establishing and Renaming Police Funds
4A
