AGENDA ITEM <br />Date: February 23, 2026 <br />Title: Lilac Lane Pavement Restoration <br />Presenter: Adam Edwards, City Administrator / Engineer <br />Section: City Administrator/Engineer Report <br />Item: 18 <br />Purpose: <br />The purpose of this item is for the City Engineer to update the City Council on plans for the <br />restoration of Lilac Lane as part of the upcoming Metropolitan Council Environmental Services <br />(MCES). <br />2. Background: <br />MCES will be completing a project to improve their sewer interceptors within the City of Orono. <br />A portion of that project will include open cut trenching to replace pipes within the Lilac Lane <br />right of way. The MCES Lift station 59 is located at the northern terminus of Lilac Lane which is <br />also adjacent to the entrance to Orono's French Creek Park. The northern end of Lilac is currently <br />gravel. In addition to serving as access to the lift station and turn around for the road it is also used <br />for park parking. As part of the project the city requested and the MCES agreed to include the <br />asphalt pavement for the entirety of the road's length including the turnaround and parking area as <br />part of the restoration. There is no cost to Orono for this work. <br />During the February 9th council meeting, council requested an update on plans for Lilac Lane. <br />3.
