MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD FEBRUARY 23, 1987 <br />ZONING ADMINISTRATOR'S REPORT: <br />COMPREHENSIVE PLAN AMENDMENT #1 <br />RESOLUTION #2131 <br />City Administrator Bernhardso7i explained the amendment <br />to amend the M.U.S.A. Boundaries original defined and <br />approved in 1979-1980. This amendment includes areas <br />that have been sewered since the Comprehensive <br />Management Plan was adopted together with allowing the <br />sewering of the Fulmer property located at Highway 12 <br />and the Burlington Railroad tracks ar.d Stubbs Bay Road, <br />which was previously not sewered. The Metropolitan <br />Council approved the Comprehensive Plan Amendment at <br />their February 12, 1987 meeting. <br />It was moved by Councilmember Callahan, seconded by <br />Councilmember Peterson, that the Orono City Council <br />adopt Resolution #2131 approving Comprehensive Plan <br />Amendment #1. Motion, Ayes 5, Nays 0. <br />ORDINANCE AMENDMENT - <br />NON -RENTAL GUEST HOUSE <br />LIQUOR STORE <br />PUBLIC STRUCTURES <br />ORDINANCE NO. 29 SECOND SERIES <br />City Administrator explained that this amendment was <br />reviewed and passed with a 3-1 vote at the February 9th <br />meeting however ordinancE amendments require a 4/5ths <br />majority vote. He noted .-Dne additional change in the <br />.Language regarding public service structures. <br />Zoning Administrator Mahusl_h noted that George Rovegno, <br />2010 Shoreline Drive, wanted it conveyed to the Council <br />that: he felt it was important to have a second public <br />hearing involv;.ne any design changes of public <br />structures <br />It was explained that amendments to approved plans <br />involving design and/or placement of public structures <br />will regJire written notice by the City to all affected <br />property owners prior to the formal adoption of the <br />amended Flans by the Council, thereby giving the <br />affected public the opportunity to appear before thf! <br />Council before final approval of the change. <br />Councilmember Callahan recomriended that a time limit for <br />the required written notice be incorporated, suggesting <br />14 days. <br />
