Zoning File #1080 <br />March 9, 1987 <br />Page 5 <br />Findings Based on Inventory: <br />1. 755% of the total lots surveyed within this portion of the Stubbs Bay I.R- <br />lA zoning district are substandard - per required 2 acres standard. <br />2. 3 [ ( 1 ), ( 3 ) & ( 4 ) ref er to Exhibit M to determine numera 1 <br />classification) of the 6 subject lots are substandard per proposed LR-lA <br />zoning districts. <br />3. The rezoning of the subject properties will not result in an <br />increase in density based on existing rural standards - required <br />contiguous dry land per building area and no wetlands credit because <br />area is unsewered. <br />4. If the area to be rezoned (southern portion) within the r <br />property is replatted per current rural standards, it will resu7 a <br />decrease in density. There is only enough dry contiguous la,.. co <br />support 2 building sites. <br />5. If the Miner parcels are sold "as is", the lot containing the <br />Andrew Miner homestead (3) per Exhibit F and the lake cabin lot (1) <br />per Exhibit F, will not require variance reviews. <br />6. The six properties considered within the rezoning fall within the <br />upper 25% of the 112 lots surveyed, ranging from 1.5 acres to 5acres <br />building enielopes. <br />7. 23.6% of the 112 lots considered satisfy the current LR-lA zoning <br />standards. <br />8. If the properties were to receive sewer, the Burger and Miner <br />property densities could be increased under a PRD mode of development. <br />It would be staffs opinion that standards of formal platting would <br />not allow an increase in density (even with wetlands credit) based on <br />configuration o: dry area in boner property and location of recent <br />improvements and buildings .)n Burger property. This would also be <br />true for the Maus property. <br />Review of Application #1080 - Applicant, City of Orono - <br />In November of 1986, staff met with Mr. McDowell and property owners to <br />discus,-, amending the proposed application. In light of the ma jot outcry <br />frc,m property owners within the surrounding RR-lA zoning -listrict - not to <br />wtntion the opposition from the many property owners in surrounding LR-lA <br />and LR-lB zoning districts - staff advised that the application be amended <br />to include only the area of the prcperties located within 1,000 feet of the <br />lakeshore in the rezoning. <br />
