November 16, 1978 <br />Hennepin County Park Reserve District 44 <br />Big Island - Road Vacations <br />Page 2 <br />PLANNING COMMISSION MEETING - NOVEMBER 27, 1978 (Cont.) <br />Staff was asked to draft a rationale determining the public benefits <br />derived from the vacation of public easements. Staff would also <br />determine the total area of right of way to be vacated and to <br />evaluate the effects on neighboring property. <br />Planning Commission tabled the application pending receipt of <br />additional information regarding Park Reserve acquisition plans <br />and pending general review of policy and law regarding public <br />land vacations. <br />STAFF UPDATE - DECEMBER 5, 1978 <br />The Park Reserve is intending to submit a statement clarifying their <br />reasons for requesting this action including information regarding <br />the Board's action to divest itself of west island property. The <br />District's contention is that this land trade is instrumental in <br />affecting consolidation of their holdings on the east island. <br />The Planning Commission must first make a finding of facts: <br />1. Are the public lands rights of way only or are they platted <br />for or capable of other uses? The plat indicates rights of <br />way only. <br />2.
