I 1 l •. a 151 <br />++ 111. vviLw <br />1l. 1�9 '.6fOa <br />The City Council at its last meeting directed the City Attorney <br />to review the requirements for the adoption of the official map, <br />especially in regard to the proposed development on Big Island <br />in Lake Minnetonka. Instead of providing you with a memorandum <br />from this office outlining the procedures, etc. relating to the <br />adoption of the official map, I have enclosed herein a copy of <br />the League of Minnesota Cities' memorandum on official maps. <br />As noted therein and in the statute, an official map cannot <br />be adopted until a major thoroughfare plan_ and a community <br />facilities plan have been adopted. The City of Orono has <br />neither. Althou h a "major thoroughfare plan" is root defined <br />in statute, he general intent thereof can be gleaned from <br />a reading of the definition of "transportation plan" which is <br />included herein. <br />The definition of "community facilities plan" is also inc. <br />herein. I recrytlmend that the pity Council consider direct - <br />the city staff to develop the ransportation plan, communi- <br />ties facilities plan and capital improvement plan as soon as <br />possible so that the official map can be adopted thereafter. <br />The above plans are necessary in order to achieve other land <br />use planning objectives. These items should also be included <br />and related to in the future comprehcrls.ve municipal plan or <br />land use plan. <br />
