List of Permitted and Conditional Uses in the B-1 District <br />Background <br />The property at 2389 Blaine Avenue consists of part of Lot 5 of Langdon Park (0.68 acre) <br />and Outlot A Navarro (0.42 acre). The Langdon Park part of the property is zoned Retail <br />Sales Business B-1. The Navarro part of the property is zoned Lakeshore Residential <br />LR-lC-1. <br />The Landon Park portion of the property is occupied by the buildings and parking. The <br />Navarro portion is mostly vacant. <br />Navarro is the development of twin homes along Lyric Avenue and Livingston Avenue <br />west of Blaine A venue. It was approved in 1982 as a Planned Residential Development. <br />The development property had frontage on Blaine A venue north of the City water tower <br />property and on Shoreline Drive. Two accesses were desired. To avoid an access to <br />Shoreline Drive the City obtained Outlot A from the developer and exchanged it for part <br />of the original 2389 property. This provided right of way for Lyric Avenue and <br />additional right of way for Blaine A venue. As part of the exchange the City is to rezone <br />the prope1iy to Retail Sales Business B-1. <br />The impetus for this rezoning is the development of the City's Geographic Information <br />System (GIS) program. GIS involves linking data bases (such as zoning district, zoning <br />information, existing use, sewer or septic status, easements, etc) to parcels of land. It is <br />much easier to do if each parcel has only one zoning classification. GIS will make it <br />easier to generate maps and provide information via the City's website.
