Issues Identified: <br />1. Funding for enforcement on the lake is not adequate t, meet the pres- <br />ent need. <br />2. Some measure of the effectiveness of the public safety iragram is <br />needed. <br />3. There is a need for as many a 6 mire boats on the lake during peak <br />weekends. <br />4. The patrols need to be on the lake more hours than is possible now. <br />5. Even though there is a speed limit of 40 mph on the lake, some boats <br />are capable of 80-90 mph. That led informants to raise the issue of <br />size limitations on motors. <br />6. Some informants felt that greater patrolling was needed in the win- <br />ter to control abuses by snowmobiles. <br />1. More patrol and presence by public safety officers is needed on the <br />lake. <br />S. Unfamiliarity with the rules of the road and with Lake Minnetonka <br />cause many of the public safety problems. <br />9. Response time between call and arrival at the site is coo long, even <br />though it has improved in recent years. <br />Work Elements for the Plan <br />The contractor will: <br />1. Evaluate the capability and performance of the Water Patrol in en- <br />forcing the applicable regulations. <br />2. Determine the level of patrol -sd staffing required to properly pro- <br />vide for the safety of lake uaars in both the summer and winter. <br />3. Develop recommendations :ur improving public safrty on the Lake. <br />4. Develop a discussion of the environmental, social and economic ef- <br />fects of the plan. <br />5. Investigate the possibility of greater regional or community finan- <br />cial support of the Water Patrol. <br />Moreland Aesthetics <br />Definition: this concerns protection and enhancement of the view from the <br />shore towards the lake as well as from the lake towards the land. <br />arc kgromnd : <br />Presently, the LMCII does not have authority over ahorelands. Howev._r, it has <br />developed model ordinances and encourages their adoption. One such ordinance <br />is the AodeI Vegetation Ordinance which places rem t r i ct ions an removsI of maist- <br />ing trees and shrubs. the ONK ham promulgated regulations in this area that <br />overlap or replace Iro al ordinancea. <br />Key informant. have cued the need for additional attention in this matter, ei- <br />ther an N,e part or the indivi,lual muoicipaliliea or by the LMLO. <br />19 <br />
