7. Recommend solutions to user conflicts for both summer and winter ac- <br />tivities. Such recommendations will consider the following alterne- <br />tives as a minimum: <br />o greater or lees restrictive speed limits for boats and <br />snowmobiles <br />o horsepower restrictions on power Lusts <br />a size limits on water craft <br />a increased or decreased restrictions on aircraft and ultra - <br />lights. <br />o nighttime quiet periods <br />o no wake, or minimum wake, after dark <br />4. Review the existing water surface zoning and use regulations of the <br />LMCD, shoreline municipalities, and other regional agencies and make <br />recommendations as appropriate. <br />5. Prepare two maps, the first indicating existing water surface zon- <br />ing, the second proposed water surface zoning. <br />6. Review huffer zones established for activities by LMCD regulations <br />and make recommendations as appropriate. <br />7. Develop a monitoring program, with the cooperation of all interested <br />agencies, designed to provide all data necessary to develop the <br />Management Plan, establish basic statistics for monitoring changes <br />in the mix of activities, measure peaks and length of peaks, collect <br />origin -destination data for boaters from all types of access. <br />8. Develop a method to monitot shoreline development to determine the <br />potential increases in all types of access. <br />q. Examine funding alternatives for a long-term recreational use mon- <br />itoring program that is cooperative, jointly funded, jointly de- <br />signed research program. <br />10. Develop a profile of the Lake Minnetonka user, including residence <br />by minor civil division, boat ownership, type of boat and other per- <br />tinent values. These data need to be collected for each different <br />type of access to the lake's surface. <br />It. Examine the environmental, social and economic effects of proposed <br />changes in the use of the water surface of Lake Minnetonka, includ- <br />ing the impact on other lakes in the metropolitan area. <br />On -Shore Related Facilities <br />Detinition: On -share related facilities includes all public recreation facil- <br />ities such as vistas, lookouts, fishing piers, and picnic areas <br />that are open to the general public or restricted t) residents of <br />riparian municipalities. Also included are private businesses, <br />such restaurants, bar. and bait shops tnat are available to the <br />public. <br />bee kgr ound: <br />The two task forces and key informants above the municipal level have expressed <br />the need for additional access to the lakeshary for day uses such as picnicking <br />and swimming.
