Issues Identified: <br />1. Lake use continues to increase and the normal peak continues to <br />increase. <br />2. The view was expressed that perhaps lake use is self regulating <br />enough to: 1) take care of most use conflicts without further regula- <br />tion, and 2) form the base for use regulations which will be accept- <br />able to the majority of the users. <br />3. Inattentive boating, use of alcohol and high speeds seem to be the <br />major factors in boating accidents. <br />4. More than one key informant stated a preference for the least amount <br />of restrictions on use as is possible to protect the resource and <br />the users. <br />S. The issue of further limiting power boats from the lake needs to be <br />considered. <br />6. Buffer zones may not be adequate for protecting some users from high- <br />speed boats and snowmobiles. <br />7. The conflicts between the user groups need to be carefully examined <br />to determine if changes in water -surface zoning is required. <br />8. Come of the regional agencies indicated that if user groups are dis- <br />placed from Lake Minnetonka, either by regulation or unacceptable <br />conflicts, then the effect on other metrorolitan lakes needs to be <br />determined. <br />9. Several informants suggest a minimum, or no wake, speed after dark. <br />10. The 1985 Task Force recommended the following: <br />o expand use monitoring, especially to- peaks and length of peaks <br />n origin -destination data is needed for boaters from all types of <br />access. <br />o monitoring of shoreline development is needed to determine the <br />potential increases in all types of access. <br />It. The same Task Force recommended a systematic research program for <br />Lake Minnetonka. A cooperative, jointly funded, jointly designed re- <br />search program is needed. <br />U . Several key informants felt that state and regional agencies used <br />turnover rates, water use standards, or access standards that were <br />not based on any apparent evidence or that were not applicable to <br />Lake Minnetonka. The absence of agreement on such standards inhib- <br />its agreement on the level of access needed, the amount of facil- <br />ities required and regulatory programs. <br />11.
