On -shore related facilities <br />4. Public Safety <br />5. Shoreland aesthetics <br />6. Upland environmental protection <br />7. Water quality <br />S. Intergovernmental relations <br />9. Institutional arrangements <br />10. Funding alternatives <br />In addition, an Environmental Worksheet needs to be completed near the conclu- <br />sion of the planuing process. The following sections discuss each of these <br />topics. <br />DEPIRITIORS <br />For this Scope of Work several terms relating to lake access need to be defined <br />to assure understanding of the issues and work elements. <br />Individual riparian access refers to direct access to the lake from lake proper- <br />ty that is either owned in fee title or otherwise leased, rented or conveyed to <br />an individual or his family. <br />Multiple riparian access is shared rights access. That includes apartment, con- <br />dominium and private club (excluding marinas and yacht clubs) access where the <br />access rights are gained through membership in an association, club or rental <br />of an apartment unit. <br />Marina access, for purposes of this report, includes access from marinas and <br />yacht clubs [gat are privately owned or operated, with or without restricted <br />membership. <br />Private riparian access is more inclusive. This type of access includes indi- <br />vidual riparian sceess, multiple access and marina access. It covers all types <br />of access not caned and operated by a governmental body. <br />Restricted public access is open to the q••neral public, .t on a limited or pri- <br />ority basis. That is, a specified numbe- of docks are allocated first to res- <br />idents of tie local community, with r<maininq ices available to individuals <br />[hat live outside of shoreline communities. The other form of restricted pub- <br />lic access is available only to residents of the one lakeshore community. <br />These definitions need to he further refined and clarified early in the develop- <br />ment of tie Management Plan. <br />Im <br />
