Subd. 1. All premises licensed under this Chapter shall <br />at all times be open to inspection by any police of ' :er or other <br />individuals with enforcement poweis to determine .-, .. Cher or not <br />this Chapter and all other laws are being observed. Consent to <br />such inspection by the licensee shall be a condition of each <br />license granted. Police office'.s or other individuals with <br />enforcement powers shall not need a search warrant for such <br />inspections. <br />Subd. 2. It is unlawful for any licensee, or agent or <br />employee of a licensee, to hinder or prevent a police officer or <br />other individuals with enforcement powers from making such <br />inspection. <br />SEC. 4.' TCENSE FEES. All licenses provided for in this <br />Chapter, shai be ..sued only upon payment in full of license fees <br />fixed and determined in accordance with City Code Section 1.05. <br />SEC. 4.13. FINANCIAL RESPONSIBILITY OF LICENSEES, <br />Subd. 1. Proof. No non -intoxicating malt liquor, wine <br />or liquor Iicense shall be issued or reviewed unless and until <br />the applic..nt has provided proof of financial -esponsibility <br />imposed by Minnesota Statutes, Section 340A.450, by filing a <br />certificate that there is in effect an insurance policy or pool <br />providing minimum coverages of (1)$100, 000.00 because of bodily <br />injury to any one person in any one ccurrence, and $300,000.00 <br />because of bodily injury to two t.r more persons in any one <br />occurrence, and in the amount of $10,000.00 because of injur•• to <br />or des':r action of property of others in any one occurrence r3 <br />(2S10O ,OJO.00 for loss of means of support of any one pers I <br />any one occurrence, and, subject to the limit for one person, <br />$300,000.00 for loss of means of support of two or more persons <br />any one occurrence. An annual aggregiate policy limit for <br />..•_a.ahop liability of not less than $300,000.00 per policy year <br />s,ay be included in the policy provisions. <br />Subd. 2. Excepti.n. This Section does not apply to on - <br />sale non -intoxicating malt liquor licensees with sales of non - <br />intoxicating malt liquor of less than $10,000.00 for the <br />preceding year, nor to off -sale non -intoxicating malt liquor <br />licensees with sales of non -intoxicating malt liquor of less than <br />$20,000.00 for the preceding year, nor does it apply to holders <br />of temporary wine licenses iss.. : under 4.61. An affidavit. of <br />the licensee shall be required to establis; the exemption under <br />this Subdivision. <br />Subd. 3. Documents Submitted to Commissioner. All <br />proofs of financial responsibility and exemption affid wits filed <br />with the City under this Section shall ec• ,ubmitt.i bl 'ie City to <br />the Minnesota _ommicsioner of Public Safet•. <br />SEC. 4.14. INSURANCE CERTIFICATT 1WQUIRrL_ whenever Pr <br />insuranca certificate is required b*, this Chanc--. the applicar <br />shall file with the City Clerk a certificate of insurance showing <br />(1) that the limits are at least as high as requ'i,�d, (2) that <br />coverage is o fective for at least Cie license b.r:n ._proved, and <br />(3) that such insur—ice will not be cancelled or terminat ' without <br />thirty days' written notice served upon .he Ci'..
