Big Island Board of Governors Master Plan - <br />Revised December 1986 <br />ISSUE <br />A. Transmittal of the master plan as contained in Attachment A. <br />INTRODUCTION - You may recall the previous Council had set <br />December 31, 1986 as a deadline for the Big Island Board of <br />Governors to present their master plan for the island. On <br />December 17, 1986 Jeanne Mabusth and myself were invited to meet <br />with two representatives cf the Board plus their architect. At <br />this meeting a summary presentation was made of Attachment A. It <br />was indicated to the Board members present that a conceptual <br />presentation would need to be made to the Council together with <br />submitting a formal application for consideration of their master <br />plan. Such a presentation and application review is needed so <br />agreement could be made on the front end before any further work <br />would be undertaken that had not already been authorized. It is <br />anticipated they will make the presentation at the Council's <br />February 9, 1987 meeting. <br />As noted, the only authority that they currently have is to <br />complete work under existing building permits for the bathrooms <br />and the carotaker's cabin together with removal of debris and any <br />of the buildings that were listed on the hazardous buildings <br />proceedings. (As you may be familiar hazardous buildings <br />proceedings have been withheld since April provided that the <br />master plan was to be submitted by the end of December.) <br />Additionally authority had been given last year under a temporary <br />conditional use permit for over night camping by work crews. <br />This lapsed the end of December and in eiscusslon on December <br />17th the Big Island Board of Governors inaicated their desire to <br />continue work thru the next several months. it has been <br />indicated that there will be no overnight camping so the <br />temporary conditional use permit is not required. <br />It was additionally indicated that in order to make the master <br />plan meaningful that they would need to attach the financing plan <br />for their master plan together with the long term funding plan <br />that they have indicated will be undertaken. <br />
