The <br />applicant is proposing to move a second house onto his 17 +/- acre property <br />on Watertown Road. This is a 5-acre zone. Septic testing is acceptable. <br />The proposed house location can meet the required setbacks. <br />Given the applicant's intent that this become a second primary <br />dwelling on the property and eventually be sold off, we normally would be <br />processing a subdivision at this point. However, applicant had the <br />opportunity to purchase the house to be moved in, and had to act quickly to <br />get it moved offits present site in Minnetrista. He proposes to treat this <br />as a guest house for now, and proposes to subdivide prior to any occupancy <br />(guest house, rental, or other). <br />Planning Commission Recommendation: <br />Planning Commission recommended 4-0 to approve under the following <br />conditions: <br />1. The conditional use permit for a guest house use is temporary and <br />shall expire after one year. <br />2. A subdivision application must be filed within one year of <br />conditional use permit approval, prior to expiration of the <br />conditional use permit. <br />3. A Certificate of Occupancy for the structure shall not be issued <br />until the subdivision has been completed. <br />4. Applicant must place the structure on the property in the location <br />that will meet anticipated future subdivision requirements for lot <br />area, lot width, and setbacks. <br />S. A temporary access permit must be obtained from the Public Works <br />Department to fill the ditch to bring the house in, such access not to <br />exceed a 6-month period, after which access to the structure must be <br />from the existing driveway on the property. <br />
