Wayne Leneave, 360 Wa6efield Road - <br />Conditional Use Permit - Resolution <br />Application - Conditional use permit for excavation of a decorative pond. <br />Not a designated wetland. <br />List of Exhibits <br />Exhibit A - Memo and Exhibits of 1/16/87 <br />Exhibit B - Planning Commission Minutes of 1/20/87 <br />Exhibit C - Proposed Resolution <br />Discussion: <br />Please review the memo and exhibits of 1/16/87. Applicant is <br />requestina permission to create a decorative pond on a low area of his <br />property. <br />Pond, as proposed, is just a few feet from neighboring property. That <br />affected neighbor, Christine Earls, appeared at the Planning Commission <br />meeting in complete support of the project. <br />Applicant at the Planning Commission meeting, noted that all spoils <br />will be transported to the Wayzata Country Club spoils site in Wayzata on <br />th south side of Wayzata Boulevard. He also indicated there is no proposed <br />ov, rf low or outlet, the intent is to keep the wat-r on the site, and that <br />no banks will be built up but •4 11 be excavated at . gradual slope. <br />City Engineer, Glenn Cook, h.--ommended approval, seeing this as a <br />potential benefit to the watershed. <br />Planning Commission recommended a roval, noting that a future <br />conditional use permit to maintain this pone in its original configuration <br />should not be necessary but will require a 9. ding permit for construction <br />now and for any future maintenance. <br />Staff Recommendation: <br />Staff recommends appro al per the %ttached resolution which <br />incorporates the requirements for sediment controls, revegetation, and <br />dedication of a Conservation and Flowage Easement over the pond. <br />
