Legal qualifications of Dowden Partners; <br />2. Technical ability of Dowd- Partners; <br />3. Financial stability of D, A partners; <br />and <br />4. Other appropriate factors_ <br />IV. ANALYSIS <br />Each of the factors will be analyzed separately, <br />although they are not necessarily exclusive. <br />A. Legal Qualifications <br />The legal qualifications standard relates primarily co <br />an analysis of whether the entity involved in the trans- <br />actinn is duly organized and authorized to own the cable <br />system and franchise. Certain entities, such as certain <br />television broadcasting stations, rational television net- <br />works, and certain telephone companies, are prohibited by <br />federal law from owning, operating, or controlling a cable <br />television system.
