ST:C. 4.12. LICENSE FEES. All. licenses provided for in this <br />Chapter, shall be issued only upon payment in full of license fees <br />fixed and determined in accordance with City Code Section 1.05. <br />SEC. 4.13. FINANCIAL RESPONSIBILITY OF LICENSEES. <br />Subd. 1. Proof. No beer, wine or liquor license shall <br />be issued or reviewed unless and until the applicant has provided <br />proof of financial responsibility imposed by Minnesota Statutes, <br />Section 340A.450, by filing a certificate that there is in effect <br />an insurance policy or pool providing minimum coverages of (1) <br />$50,000.00 because of bodily injury to any one person in any one <br />occurrence, and $100,000.00 becauces of bodily injury to two or <br />more persons in any one occurrence, and in the amount of <br />$10,000.00 because of injury to or destruction of property of <br />others in any one occurrence, and (2) $50,000.00 for loss of <br />means of support of any one person, in any one occurrence, and, <br />sujbect to the limit for one person, $100,000.00 for loss of <br />means of support of two or more persons in any one occurrence. <br />An annual aggregiate policy limit for dram shop liability of <br />not less than $300,000.00 per policy year may be included in the <br />policy provisions. <br />Subs:. 2.. Exception. This Section does not apply to on - <br />sale non -intoxicating malt liquor licensees with sales of non - <br />intoxicating malt liquor of less than $10,000.00 for the <br />preceding year, nor to off -sale non -intoxicating malt liquor <br />licensees with sales of ron-intoxicating malt liquor of less than <br />$20,000.00 for the preceding year, nor does it apply to holders <br />of temporary wine licenses issued under law. An affidavit of <br />the licensee shall be required to establish the exemption under <br />this Subdivision. <br />Subd. 3. Documents Submitted to Commissioner. All <br />proofs of financial responsibility and exemption affidavits filed <br />with the City under this Section shall be submitted by the City to <br />the Minnesota Commissioner of Public Safety. <br />SEC. 4.14. INSURANCE CERTIFICATE REQUIF.EMENTC. Whenever an <br />insurance certificate is required by this Chapter the applicant <br />shall file with the City Clerk a certificate of insurance showing <br />(1) that the limits are at least as high as req,iired, (2) that <br />coverage is effective for at least the license tern approved, and <br />(3) that such insurance will not be cancelled or terminated without <br />hirty days' written notice served upon the City Clerk. <br />Cancellation or termination of such coverage shall be grounds for <br />license revocation. <br />SEC. 4.15. PROOF OF AGE. For the purposes of consuming, <br />purchasing o�: ;possessing beer, wine or liquor, age may only be <br />established by a valid driver's license or a current Minnesota <br />identification card issued pursuant to Minnesota Statutes 1985 <br />Section 171.07. In the case of a foreign national, a valid <br />passport may tie used as an alternative to the foregoinq methods <br />of identification. <br />
