§4.02 <br />Subd. S. Persons disqualified. In addition to any <br />other provision of law, no person shall qualify for a license <br />under this Chapter who has been convicted within five years of <br />the license application of violating any law relating to the <br />manufacture, sale or distribution of non -intoxicating malt <br />liquor, liquor or wir. , )r whose license has been revoked within <br />such a time period or convicted of gambling within the five years <br />of the license application. Nor shall a person qualify who has <br />not attained the State established ]-gal drinking age or who is <br />not a citizen of the United States <br />SEC. 4.03. RENEWAL OF LICENS.__. Application for renewal of <br />all licenses under this Chapter shall be made at least sixty (60) <br />days prior to the date of expiration of the license, and shall <br />contain such information as is required by the City. This time <br />requirement may be waived by the Council for good and sufficient <br />cause. Persons for renewal of application are subject to all the <br />requirements of Section 4.02 except for Subd. 4 B Public Hearing <br />which is an optional requirement to be established at the <br />discretion of the City Council. <br />SEC. 4.04. DELINQUENT TAXES AND CHARGES. No license under <br />this Chapter shall be granted foz operation on any premise upon <br />which taxes, assessments, or installments thereof are due and <br />owing, or other financial claims of the City, County or State <br />exist. <br />SEC. 4.05. LIMITATION ON OWNERSHIP. No person sl•a 1 l be <br />granted more than one license under this Section except that a <br />person who is a holder of an on -sale liquor license may also be <br />the holder of an off -sale liquor license, provided that the <br />location of the or. -sale operation is separate from the off -sale <br />in such cases each location shall. have a separate entrance onto a <br />public street, sidewalk or mall area. <br />SEC. 4.06. CONDITIONAL LICENSES. Notwithstanding any <br />provision of law to the contrary, `",e Council may, upon a finding <br />of the necessity therefor, place such special conditions and <br />restrictions, in addition to those stated in this Chapter, upor <br />any license as it, deems reasonable and justified. <br />SEC. 4.07. PREMISES LICENSED. Unless expressly stated <br />therein, a license issued under the provisions of this Chapter <br />shall be valid only in the compact and contiguous building or <br />structure situated on the premises described in the license, and <br />all transactions relating to a sale under such license must take <br />place within such building or structure. The premise shall have <br />an exclusive entrance from or exit to the exterior of the <br />building at which the licensed premise is loca*ed. Entrances <br />from or exits to a public conenurse or public lobby meet this <br />requirement. <br />
