Box 41328 <br />Plymouth, MN 55441 <br />Re: Hennepin Parks - Lake Minnetonka Involvement <br />Dear Chairman Latvaaho, <br />Having reviewed the general outline regarding Hennepin <br />Parks involvement on Lake Minnetonka the City of Orono submits <br />the following issues, concerns and positions. <br />ADDITIONAL ACCESS/LAKE MINNETONKA - The City of Orono in <br />its recently adopted legislative package has taken the <br />position that any additional access on the lake is not <br />desirable, as it will increase congestion on an already <br />unsafe lake. It is expected that additional access will <br />not redistribute current users on the lake but will attract <br />additional public access users. While an access placed on <br />the lake in Zone 5 by Hennepin Parks may be a more <br />desirable option as part of a regional park then the site <br />promoted by the Department of Natural Resources; the City <br />may only consider support of the access by Hennepin Parks <br />to the extent that Hennepin Parks is able to replace DNR's <br />presence on the lake as it relates to access. The proposal <br />may also gain broader acceptance to the extent all the <br />public accesses were taken over by Hennepin Parks and <br />operated on a fee basis. <br />LOCAL CONTROL/HENNEPIN PARKS LAKE MINNETONKA INVOLVEMENT - <br />The most significant issue in increased presence by <br />Hennepin Parks is the degree of control which the <br />municipalities and perhaps LMCD will have in the expanded <br />involvement of Hennepin Parks on the lake. To the extent <br />that Hennepin Parks works on a cooperative basis with some <br />guarantees that the local municipality will have a <br />significant say in the design of park facilities within its <br />boundaries, the City of Orono and Hennepin Parks would be <br />in a more cooperative position regarding the lake than is <br />BUILIMGA ZONING - 473-7357 • ADMINISTRATION FINANCE -47Y7i58 • PUBLIC WORM -473-7359 <br />ASSESSING <br />
