City of Spring Park Letter Dated 12/2/86 <br />ISgUE - Award of the electronic siren for installation in Navarre <br />as contained in the 1986 budget. <br />1SCUSSION - In the Council's 1986 Budget proceeding they <br />stablished a total of $14,000 in the budget for an emergency <br />preparedness siren for weather warning and other emergency <br />preparedness requirements in the Navarre area. The City did <br />receive quotations on the siren from three vendors which are as <br />follows: <br />Electric Service $11,668 <br />Federal Signal 14,990 <br />Whelan Electric 14,995 <br />This siren in addition to having the capabilities of earning also <br />has the capablilities of being used as a loud speaker for certain <br />emergency situations where that is required. While the initial <br />cost of the electronic siren is slightly more, than a "mechanical <br />siren" over a five year period the savings in energy costs <br />between the two tog.-ethe- % `h concerns regarding the mechanical <br />operation of the sir :i make it a cheaper investment with <br />additional features. <br />AcIditionall.y the City would like to separately have authorization <br />to spend up to an additional $750.00 for construction of the item <br />on a steel pole rather than a class 1 telephone pole. <br />This aware: is presented at this time as it was appropriate that <br />the conditional use permit be consi::ere6 prior to award of any <br />bid on the matter. <br />The City will entering into a contract prior to the end of '86 <br />in order for t ;ney to be commited cut of the '86 budget, but <br />actual install on will not to fully completed until 33 March <br />198". <br />At the time the staff made the budget presentation regarding the <br />siren it was indicated that both Minnetonka Beach and Spring Park <br />woulc' toe approached regarding donations. After review of the <br />siren plan it was felt that there will need to be construction of <br />I <br />
