C, , of Medina <br />2052 County Road 24 <br />Hamel, Minnesota 55340 <br />Dear Mayor and Council Members. <br />I have inclosed a copy of a re -worked joint powers <br />agreement prepared by our City attorney. If this is not <br />satisfactory, please let me know, so that I may get this <br />finalized. <br />..er further discussion with Hennepin County I have <br />founo that in order to receive money from them -all Metropolitan <br />Council abatement monies or grant monies are not eligible <br />for matching funds. In kind contributions are eligible for <br />matching funds, for example: Hauling- use of a truck, employee <br />time, snow plowing, etc. Therefore, it is probably necessary <br />for the six combined cities to come up with approximately <br />$1,850 for 1987. If this happens, I would suggest each City <br />share be proportional to its population. I do believe that we <br />could save $3,000 if the Cities did their own hauling of the <br />recycleables to market.(Joint effort among the Cities). <br />I do Feel it is necessary to get the program going soon <br />so that we can get funds for this year. I would like to have <br />the six city commission set up to meet in November and <br />iron out the joint powers agreement as the cities come to an <br />agreement on wording. <br />I think our perm.:ent site would be best at Medina City <br />Hall as we have the a-ailable space, with a mobile site in <br />the Orono -Long Lake area at the middle school; one in Maple <br />Plain and one in Loretto to start and with another mobile <br />site in Minnetonka Beach set up in the spring. <br />I would hope the Councils would appoint a commission <br />member soon so that we could meet the week after Thanksgiving. <br />If you have any comments ques%ions or concerns, please <br />call me at 475-1003. <br />Thank you, <br />Carolyn Smith <br />Medina Recycling Coordinator <br />
