LAKE MINNETONKA CONSERVATION DISTRICT <br />Action Report of: EXECUTIVE COMMITTEE <br />Meeting: October 18, 1986, Saturday, 7:30 a.m., Park Bench Eatery, <br />Spring Park <br />Attendance: Nurr, Elam, Pillsbury, Westlund and Mixa <br />3. Legislation - LMCD Act Amendment <br />The committee reviewed the Revisor's draft of the proposed legislation, <br />ccpy attached. The Revisor's draft provides for the following amendments: <br />A. Section 1, Subd. 2. Per diem and other expense of Board members. <br />B. Section 3(a). Permits for watercraft using the Lake. <br />C. Section 3(m). Removal of dilapidated docks and the assessment of <br />the cost against the affected property. <br />D. Section 3(n). Requiring notice of other agencies conducting research <br />projects on the Lake. <br />E. Section 3(o). The District owning and operating launching facilities. <br />F. Section 5. Places the District levy outside the municipal levy <br />limitations. <br />Upon discussion of the amendments and considering expanding the levy base <br />for the District, and concluding that a broader levy base not be pursued <br />at this time, <br />Elam Moved, Westlund Seconded that the committee recommend that the Board <br />apprc-7- and pursue the proposed amendents to the District's enabling act <br />as pi. -,tented. Motion, Ayes 141, Nays [0). <br />4. Legislation - Other Agency <br />The committee discussed other points on the District program (attached) <br />not addressed in the Revisor's draft because they apply to other agency <br />laws, specifically items 2, 6, 7, 8, 9, and 11. <br />Items 2, 6, and 7 have to do with the amount and distribution of boating <br />safety funds for the support of the District program as well as increasing <br />the support for Water Patrol and other agencies. These items will need <br />the support of the DNR and the Sheriff. <br />Item 8, covering request for greater support of the Lake maintenance funding <br />through the County Lake Improvement Section, needs to be discussed with <br />the county and the DNR. <br />Item 9, District access funding, needs discussion with the Met Council. <br />Item 11, update of boat registration procedure, should be discussed with <br />the DNR. <br />ings will be scheduled with the affected agencies to determine need <br />and support, and to develop legislation. <br />
