Note that Planning Commission reviewed this application on <br />11/17/86 and recommended approval per the staff recommendation, which <br />hinged on resolving 3 issues. <br />ISSUES <br />1) Status of the <br />"wetland" on Lot 2. This area <br />is desig <br />ted on the <br />official wetlands <br />maps as a 0.3 acre basin with soil <br />type Hamel Loam. A <br />close look at the <br />i r photo base map shows the <br />area was <br />ditched and <br />apparently drained <br />pr. to 1970. Per Glenn Cook's <br />letter of <br />10/9/86, this <br />wetland does not serve gnificant purpose in the <br />overall <br />City drainage <br />plan. <br />The basin contains no catL, �ls, arrowhead, or other vegetation types <br />normally associated with a funct -)nal wetland. It does have the grasses <br />typical of wet soils found in di inageways, swales and low spots. The <br />total area draining into the basin is about 1.5 acres. <br />If the basin was dammed or dredged to create a more viable <br />wetland/pond, it mic:it have a detrimental affect on the mound drainfield <br />site directly northeast, by raising the water table during wet periods. <br />Staff would recommend that this basin not be considered as a <br />designated wetland but as part of a drainageway to be designated as shown <br />on the attached sketch. <br />
